5. CAPITAL IMPROVEMENT PROGRAM REGIONAL RECREATION OPEN SPACE CAPITAL IMPROVEMENT PROGRAM Fiscal Year 1990-91 Biennium (Adopted Dec. 27, 1989; amended June 27, 1991) Program Description: In the near future the Regional Recreation Open Space Program is directed at: acquisition of key resources, especially those threatened by competing pressures and uses, - development of critical facilities in the face of known urgent demand, and, acquisition and development of ongoing projects to bring them to a useful stage of completion, again concentrating on places where existing use emphasizes current demand. The program is carried out through acquisition and development grants to regional implementing agencies for regional parks as shown below. This is not a prioritized list of projects. Projects are grouped by the regional implementing agency, which will be the gran€recipient.
