DESIGN REVIEW BOARD These two issues are contingent findings of fact, and recommended building plan and the variance. OCTOBER 9, 1991 of eight provisions and six the board approve the site and John Bergeson asked how much parking would be needed for two businesses to be within the ordinance requirements. Mr. Miller said there will be seven spaces: three on the drive and four on the northeast corner of the building and the total is within the city zoning ordinance. There will be 1512 square feet with the new addition, the ordinance requires 4/5 parking spaces per 1000 square feet, so the number of spaces meets the requirement. Mrs. Weinkauf said the business will be open from 10 A.M. to 8 P.M. As property owners there were two issues that they will question - 1) Mr. Miller suggested curbing and this is quite expensive and could stop drainage, could wheel stops be used instead, and 2) the signage limit, because later on they intend to put awnings with a logo onto the building. John Miller said we require business within the city to put in concrete curb. The awnings with a logo pose no problem. Robert King moved to recommend to the city council a site and building plan DRB Application 91-42 for Lynn and Teresa Weinkauf with the eight provisions and six findings of fact as listed by city planner, John Miller in the staff report with the exc tion of item 3 changing the business hours from 10 A.M. to 8:00 A, M. John Bergeson commented that concrete curb could be engineered as such to be different heights to allow for proper drainage. Mrs. Weinkauf stated she applied for a permit for the driveway from the state and it did not require concrete curb. Mr. Miller stated the driveway was a state issue and curb was a city issue to control drainage on the site and to show limits of the parking area. Mr. Chase said cost was basically the concern of the applicant, however the board would act on the ordinance and how they effect residents in the future. John Bergeson asked if it was feasible to install curb after the black top was in. Mr. Chase said the applicant would have to get a building permit and staff would follow-up on that issue, but there would be time to install the culvert and road before winter. The motion carried. "I
