DESIGN REVIEW BOARD <br />These two issues are contingent <br />findings of fact, and recommended <br />building plan and the variance. <br />OCTOBER 9, 1991 <br />of eight provisions and six <br />the board approve the site and <br />John Bergeson asked how much parking would be needed for two <br />businesses to be within the ordinance requirements. Mr. Miller <br />said there will be seven spaces: three on the drive and four on the <br />northeast corner of the building and the total is within the city <br />zoning ordinance. There will be 1512 square feet with the new <br />addition, the ordinance requires 4/5 parking spaces per 1000 square <br />feet, so the number of spaces meets the requirement. <br />Mrs. Weinkauf said the business will be open from 10 A.M. to 8 P.M. <br />As property owners there were two issues that they will question - <br />1) Mr. Miller suggested curbing and this is quite expensive and <br />could stop drainage, could wheel stops be used instead, and 2) the <br />signage limit, because later on they intend to put awnings with a <br />logo onto the building. <br />John Miller said we require business within the city to put in <br />concrete curb. The awnings with a logo pose no problem. <br />Robert King moved to recommend to the city council a site and <br />building plan DRB Application 91-42 for Lynn and Teresa Weinkauf <br />with the eight provisions and six findings of fact as listed by <br />city planner, John Miller in the staff report with the exc tion of <br />item 3 changing the business hours from 10 A.M. to 8:00 A, M. <br />John Bergeson commented that concrete curb could be engineered as <br />such to be different heights to allow for proper drainage. <br />Mrs. Weinkauf stated she applied for a permit for the driveway from <br />the state and it did not require concrete curb. Mr. Miller stated <br />the driveway was a state issue and curb was a city issue to control <br />drainage on the site and to show limits of the parking area. <br />Mr. Chase said cost was basically the concern of the applicant, <br />however the board would act on the ordinance and how they effect <br />residents in the future. John Bergeson asked if it was feasible to <br />install curb after the black top was in. Mr. Chase said the <br />applicant would have to get a building permit and staff would <br />follow-up on that issue, but there would be time to install the <br />culvert and road before winter. <br />The motion carried. <br />"I <br />
