and ordinances (actually an implementation tool <br />themselves) was started with the establishment of <br />Builder's Day in 1988 and continued on an annual <br />basis to the present. This informal meeting allows <br />developers and city representatives to discuss new <br />rules and regulations affecting construction in <br />Lino Lakes. Implementation has also been started <br />with promotional material prepared by the economic <br />development committee, some of it particularly <br />blunt in its description of the type of development <br />the city will accept. <br />This comprehensive plan amendment is the result of the nine <br />actions just listed and other minor decisions of the city <br />council, its advisory boards, and its citizens. The text is <br />an effort to codify the work of the last four years and to <br />give body to what has evolved as a de facto plan, i.e. here <br />is a single document that provides the guidelines for <br />community development in Lino Lakes. <br />SIGNIFICANT CHANGES <br />The following major changes are made in the 1990 <br />comprehensive plan amendment. <br />1. The "Rural Expansion" land use is eliminated. <br />Areas outside of the Metropolitan Urban Service <br />Area are considered rural with either a ten or <br />twenty acre minimum lot size. All areas within the <br />MUSA boundary are considered urban and development <br />is permitted only with full urban services. The 2 <br />1/2 acre rural lot development opportunities are <br />eliminated. <br />2. Criteria for the establishment of executive housing <br />areas are established. <br />3. Policies are established limiting the extension of <br />utilities, residential lot inventories, and <br />requiring phasing of residential subdivisions. <br />4. Land needs for commercial and industrial uses are <br />established and sites for this development are <br />identified. <br />5. The need for a collector street connecting C.R. 14 <br />and Birch Street is identified. <br />6. The sewer policy plan is revised showing a revised <br />MUSA boundary. The new boundary reflects <br />intentions of landowners regarding development of <br />their property. Additional detail is provided for <br />each of the six sewer service areas. <br />Page 4 <br />
