WS Item # 3 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 3 <br /> <br /> <br /> <br />Date: <br />November 4, 2013 <br /> <br />To: <br />City Council <br /> <br />From: <br /> Michael Grochala <br /> <br /> <br />Re: <br /> Signage Requirements <br /> <br /> <br />Background <br /> <br />Planning and Zoning Board held a public forum, in December of 2012, to solicit <br />comments from area businesses and institutional uses. Staff also completed a survey of <br />sign regulations for surrounding communities. Nine (9) individuals brought forth <br />suggestions regarding signage needs. In general the respondents requested more <br />flexibility in the annual day allowance, location and duration of temporary sign permits. <br />The board discussed several options in February of 2013 however staff has not made any <br />final recommendations. <br /> <br />In September the City Council was approached by the pastor of Gethsemane Church <br />requesting additional signage and expressing concern over the limited flexibility for <br />multiple temporary signs on a property. The council directed staff to bring the issue back <br />to the Planning and Zoning board for further discussion. The following modifications <br />were discussed at the October 9, 2013 Planning and Zoning Board meeting. <br /> <br />The proposed changes for consideration are broken up into two sign categories <br />Permanent Signs and Temporary Signs. It is also likely that with any proposed <br />amendment would also include some suggested modifications to the definition section of <br />the ordinance. <br /> <br />Permanent Signs <br /> <br /> <br />1.Increase allowance for permanent signage for non-residential uses in residential <br />areas e.g., schools & churches as follows: <br /> <br />Allow for both a wall sign and a monument sign for these uses. The <br />ordinance does not currently allow for both. <br /> <br />The Planning and Zoning Board recommended no change. <br /> <br /> <br /> <br />
