CITY COUNCIL <br /> AGENDA ITEM 3B <br /> STAFF ORIGINATOR: Lisa Hogstad-Osterhues, Deputy City Clerk <br /> MEETING DATE: July 26, 2021 <br /> TOPIC: Consider Resolution No. 21-83, Application of a Permit for the <br /> Proposed Blue Heron Parade <br /> VOTE REQUIRED: 3/5 <br /> BACKGROUND <br /> The City has received an application for a permit to conduct a parade on Saturday, August 21 <br /> from approximately 11:00 a.m. to 12:30 p.m. <br /> The applicant and the event coordinator, Dale Stoesz, has been working with city staff on the <br /> event details and has provided the following information. He anticipates approximately 60-80 <br /> units in the parade; the proposed route for the parade would be Lake Drive from Marketplace <br /> Drive to James Street, with a staging area in the Kohl's and Super Target parking lots. <br /> As of Friday, July 23 there have been 15 applications received. <br /> The Public Works Department and the Police Department have reviewed the permit <br /> application. The applicant must continue to follow instructions on safety and signage measures <br /> up to and through the time of the parade. <br /> Anoka County has authorized the road closure for this event. <br /> The event is contingent upon receiving approvals from Kohl's and Target for use of their <br /> property for the parade staging area. <br /> The Event Coordinator, Dale Stoesz will be presenting a budget for council consideration. <br /> The City received a $3,500 Member City Grant from Twin Cities Gateway in 2021 to assist <br /> with advertising, marketing, and promotional efforts for events/activities occurring in the City. <br /> In addition, there is approximately $13,000 remaining in the BHD Fund, which is carryover <br /> from prior year city sponsored events. <br /> RECOMMENDATION <br /> Request Council Direction <br /> ATTACHMENTS <br /> Map of Parade Route <br />
