Review Regular Agenda of July 12,2021 <br /> 15 <br /> 16 Item 6A, 426 Pine Street- City Planner Larsen explained the two resolutions presented <br /> 17 to the council and provided a quick history. A CUP was previously issued with a limit of <br /> 18 horses allowed and the option of increasing the number of horses with a manure <br /> 19 management plan. The applicant has an acceptable manure management plan and can <br /> 20 have 25 horses. The current request is to amend the previous CUP and to obtain a <br /> 21 variance for more horses. Staff is presenting a resolution that would allow the 12.5 <br /> 22 horses increased to 25 horses with an approved manure management plan. That <br /> 23 resolution was approved by the Planning and Zoning Board; the resolution requesting a <br /> 24 variance to allow additional horses was not approved. Ms. Larsen noted that the <br /> 25 applicant has requested a postponement to allow for all councilmembers to visit the <br /> 26 property. <br /> 27 <br /> 28 Mayor Rafferty remarked that he thinks it's a fair request to ask for decision makers to <br /> 29 visit the property. <br /> 30 <br /> 31 Councilmember Stoesz noted that Lino Lakes is unique and this is one of the unique <br /> 32 properties. It deserves to be reviewed. <br /> 33 <br /> 34 Councilmember Ruhland said he'd like the opportunity to visit the property. <br /> 35 <br /> 36 Mayor Rafferty asked if the attorney/applicant would like to offer comments. Attorney <br /> 37 remarked that this involves a really unique property and it deserves a review. It's been a <br /> 38 part of the community for fifty plus years. <br /> 39 <br /> 40 Applicant Christopher Stowe explained his experience. He believes he was housing <br /> 41 horses at the property prior to the City's change in regulations. The property is unique. <br /> 42 He explained the arena on the property and its large size. He's been told that his <br /> 43 buildings are non-compliant and also that the property zoning is different than when he <br /> 44 purchased it. He has historical minutes that indicate the zoning/conditional use on the <br /> 1 <br />
