Huelman stated that he thought the plan sounded good. The idea is just to make sure
there is some separation between the playground area and the parking lot for safety
issues and to also make it look nice.

James Zilka, Park Board Member, had inquired if the fence/barrier was necessary. He
asked if the need for a barrier was due to the idea that vehicles could roll from the
parking lot into the playground area. DeGardner stated that the standard is now that if
there is any vehicles nearby, streets or in parking lot, that there be a barrier to protect
the playground users. Zilka stated that he thought the fence that is there just doesn’t
look good and would push for more of a landscaping barrier option if possible. He said
that he understood the cost but his thoughts is do it right or don’t do it at all.

Abby Haworth, Park Board Member, stated that although her kids are older now
having young children near the parking lot and busy road can be a bit scary. She stated
that she supports the nicer looking fence. Huelman agreed with Haworth and
mentioned that he thought a fence would be fine but staff should look into a really nice
fence that maybe we could put the blue heron design in. He also mentioned that as we
re-do the fence and signage at Lino Park think about how we can carry some of the
design over to our other parks and give them a more unified look.

Kusterman did bring up the concern of having an opening in the middle of the fence
defeating the purposes of letting the kids run out to the middle of the parking lot.
DeGardner agreed and stated that they were still exploring that and leaning more
towards not having the opening and just having the entrances on either side of the
fence. He stated that they would relocate the handicap spaces in the parking lot to
either side of the parking lot to be closer to the park entrance. Haworth commented
that the current proposed layout of the park with the equipment shows the slide placed
right where that center entrance would be and would make it easy for kids to go down
the slide and run right out to the parking lot.

Gooder had asked about the path area and if the accessibility to bikers and yet keeping
them separate from the playground area. DeGardner said that there will be many
opportunities to have the path access but keeping it separate from the park area. He
stated that they are still in the concept phases right now.

Huelman clarified with DeGardner that the delay in putting other amenities into the
park is due to the further research and projects going on rather than the City Council
not approving the project. DeGardner stated “yes” that the project is on hold due to
needing to explore more and different options and staff is working on getting more
info. DeGardner pointed out that there is still a working/standing park shelter that is
still there and available for residents to use, because of this it allows staff to do the
research and work needed.

B.
