City of Lino Lakes <br /> Park Board Goal Setting Meeting <br /> September 22, 1994 <br /> There was discussion on land acquisition at Birch Park and the <br /> cost. Marty stated that he estimated the cost to be <br /> approximately $8, 000. <br /> Amy asked about dedicated fees and if they were guaranteed. It <br /> was explained that developers must post a bond and the city would <br /> get the money even if they went bankrupt. <br /> Marty continued by explaining staff and his role in the process. <br /> He went on to say that when establishing goals for 1995 he hoped <br /> the board would included a realistic look at available staff and <br /> the need to hire contractors if necessary. He did not feel it <br /> was likely that additional staff would be hired for 1995. He <br /> also continued by saying that as more improvements are made more <br /> pressure is put on the department to inspect, correct and <br /> maintain the areas. <br /> Brian thought the Park Board had programmed rather well for 1994 <br /> as everything was completed but one item. Marty commented that <br /> we did meet the goals that were set, but other things were <br /> neglected, such as inspection for safety and appearance. Ken <br /> asked who makes the determination on whether a job is contracted <br /> or not. Marty responded that it was the City Council that makes <br /> the decisions. Ken suggested that after the priorities are set <br /> maybe they should be looked at and decide how much manpower is <br /> needed and establish what should be contracted. <br /> Marty told the Park Board that he was going to propose to redo <br /> the trail development ordinance. He would like to get the <br /> contractors to do the trails in the development rather than the <br /> city doing them. Marty talked about another city that receives <br /> $150/lot to go towards trail development. <br /> Marty told the board that Moline Concrete would like to do <br /> something in the community, on the north side, whether it be <br /> completing a city park or something else. Marty told Moline <br /> Concrete that the N-7 Park cost $240, 000 to develop. They to <br /> Marty that they do pre-formed concrete picnic tables and asked <br /> how many he wanted. The Park Board members hoped something <br /> would come out of this. <br /> George then said the board should look at what was not done last <br /> year and then look ahead at future issues. There was general <br /> discussion on the status of N-14, Country Lakes Park, trails, A- <br /> 3, Rice Creek Estates, Wenzel, Pine Ridge, Brandywood, Quail <br /> Ridge, Shores of Marshan, N-12, Rice Lake Elementary Tennis <br /> Courts, Pheasant Hills Preserve and the status of the Shoreview <br /> building. Ken stated that projects that are near completion <br /> should get top priority. Marty added that the trail on Jeanne <br /> Drive is important and should be considered. <br /> 4 <br />
