Trails recommendation 5: <br /> Continue to expedite development in new neighborhoods. <br /> Rationale: <br /> There are less problems and expense to the city with trail development in new <br /> neighborhoods. <br /> Less expense : Developer provides easement,grading and gravel base. <br /> Less problems : Residents purchase property knowing the locations of <br /> trail corridors, and do not have to allow additional easement. <br /> Frequently, people in new neighborhoods are more familiar with trail <br /> systems. Costs for trails and parks are include in the price of their <br /> homes. <br /> Existing areas often resist trail development for several reasons. First, they <br /> must provide easement for the trail placement. Second,they may not be <br /> comfortable with "outsiders" suddenly traveling through their yards or <br /> neighborhoods. Last, many of the existing residences have "oversized" lots,and <br /> recreate in their own yards. <br /> Action Plan : <br /> What action? Who's responsible?
