She said the Friends of the Park
Committee does not have the knowledge and expertise on whether
the layout and design of a park meets the Comprehensive Plan so
that is why they have the neighborhood groups come before the
Park Board with their request for approval.
Martha stated the neighborhood groups, when approved, give their
donation to the Friends, the Friends then gives a matching fund
grant, up to $2, 000, to the neighborhood organization. The
Friends Committee purchases the equipment without paying sales
tax then turns around immediately and donates the equipment back
to the City. She said the Friends of the Park Committee pays for
tangible items only, not labor.
Betty Piper asked if the grants were given year round or at a
specific time of the year.
