•, MEMORANDUM
Date: February 27, 1995
From: Marty Asleson
To: Lino Lakes Park and Recreation Board
Subject: Neighborhood Meeting Update
Within the last month we have met with two neighborhoods and at
the time of this memo, there is another one scheduled with the
Brandywood neighborhood on tuesday night. All have been
progressive and problem solving, interactive sessions.
Rice Lake Estates met on the 17th of February. this was a Friday
night meeting and my hopes for a good turn-out were not good. To
my surprise there were at least 50 people attending this meeting.
Staff present included myself and Barry Bernstein, and Mary
Sarrion from the City of Circle Pines. Drawings were presented
depicting the nature of the two lots that were dedicated. Park
Comprehensive Plan sections were handed out and the debate of
what to do next was continued. Mary will act as a strong
spokesperson on the Circle Pines side to help speed-up the joint
park concept. A request for wetland exemption was presented to
the Rice Creek Watershed, and a letter returned stating that the
two lots met the exemption qualifications. Please find a copy of
this letter enclosed. The parcels would need to be presented to
the Rice Creek Watershed Board for approval. It was decided to
wait until about June to revisit this issue.
Wenzel Farms met again on the 21st of February to gain consensus
and develop a budget. As you recall, $15,000 were allocated for
the development of the park. A basic concept plan was generated,
and changes made in response to neighborhood interest. I have
included the original concept plan. We are presently working on
refining cost and priorities for this park.
Pheasant Hills Preserve: I received a letter from Homer Tompkins
authorizing the budget for the M-5 park development to be between
$18,000 and $30,000, with $1800 to be used to develop a master-
plan. I have Jeff Schoenbauer working on this now.
Birchwood Acres/ Parkgrove/ Pine Ridge: Neighborhood wanted a
scaled drawing for presentation purposes. I am working on this
with OSM and Brauer on playground positioning.
City Hall: Please find enclosed Project Track Sheet #: 95-01
