The City may submit a grading and erosion control plan as <br /> soon as it's available and we will establish a "dummy" permit file <br /> in the name of "successful bidder" for this project. The plan can <br /> then be pre-reviewed/approved and the contractor will only need to <br /> pay the fees, post the surety and sign the application form when <br /> the project is ready to go. <br /> One final note, I could not determine from the information you <br /> submitted whether a U.S. Army Corps of Engineers permit was ever <br /> secured.
