Li A. <br /> 11"N <br /> AGENDA ITEM <br /> STAFF ORIGINATOR: Marty Asleson <br /> DATE: November 27, 1995 <br /> TOPIC: Athletic Complex Update <br /> BACKGROUND <br /> At the last Park Board meeting, the Park Board wished to <br /> investigate the possibilities of joint and cooperative efforts <br /> with the cities of Centerville and Circle Pines. Although as of <br /> yet George Lindy and I have not had a field meeting with <br /> Centerville, I have discussed the idea with the City of Circle <br /> Pines Administrator, Jim Keinath; and Anoka County Parks Director <br /> r1 John VonDeLinde. <br /> Please find attached a map of the suggested Centerville site. I <br /> believe that this whole deal would hinge on the possible use of <br /> the Anoka County Park area adjacent to the land that would need <br /> to be purchased. This County Park area from our accounts has <br /> always been classified as Active Recreational Land. According to <br /> Metropolitan Council, 20 % of all Regional Park land may be used <br /> for "active" types of uses. John VonDeLinde was surprised at <br /> this classification for this area. He was going to check on <br /> this, talk to Metropolitan Council and get back to us. The are <br /> also in the process of re-master-planning this park and feel no <br /> obligation from the regional park standpoint to provide this type <br /> of park programming. This should not be meant to say that he was <br /> opposed to the idea of a cooperative relationship with the City <br /> of Lino Lakes to program this type of activity. <br /> My conversation with Jim Keinath from Circle Pines addressed the <br /> idea and the location. The location seemed to be ok from his <br /> perspective, but I think there needs to be a lot of discussion <br /> centered around joint agreement language and cost/revenues. <br /> I also talked to John Gurban, our Minnesota Recreation and Parks <br /> Executive Director. John could think of no models that we could <br /> go by on a city/city/city type of cooperative. In other words, <br /> this type of arrangement has not been done. This is not to say <br /> that cooperations haven't been accomplished, but usually one <br /> agency will take the lead in programming and maintenance. The <br />
