COUNCIL MINUTES <br />APPROVED <br />39 F) Consider Resolution No. 21-80, American Legion Special <br />40 Event Centennial Dance Approved <br />41 G) Consider Resolution No. 21-81, Living Waters Lutheran <br />42 Church Summer Outdoor Concert Series Approved <br />43 H) Consider Resolution No. 21-78, American Legion Special <br />44 Event, Lino Lakes Family Fun Days Approved <br />45 FINANCE DEPARTMENT REPORT <br />46 2A) Public Hearing — Providing Host Approval to the Issuance of Revenue Obligations by <br />47 the City of Bethel for the Benefit of Lyngblomsten of Lino Lakes, LLC: Consider Resolution <br />48 No. 21-77, Providing Host Approval to the Issuance of Revenue Obligations — Finance Director <br />49 Lynch explained that staff is recommending a resolution that provides approval for the City of <br />50 Bethel to host the issuance of revenue bonds for the Lyngblomsten project. The City is not <br />51 qualified to issue these bonds due to a previous issuance this year (Street Reconstruction Project). <br />52 <br />53 Julie Eddington, Kennedy and Graven, responded to a question about expiration of the resolution; <br />54 any expiration could be determined by the council and added to the resolution. Councilmember <br />55 Stoesz said he isn't concerned; no language change is called for in his opinion. <br />56 Councilmember Lyden noted that the financing is not tied to the tax increment financing element of <br />57 the project and that was confirmed by bond counsel. <br />58 Mayor Rafferty opened the public hearing. There being no one present wishing to speak, the public <br />59 hearing was closed. <br />60 A real estate company representative (for the project) updated the council on the proposed project <br />61 schedule. <br />62 Councilmember Lyden moved to approve Resolution No. 21-77 as presented. Councilmember <br />63 Cavegn seconded the motion. Motion carried on a voice vote. <br />64 ADMINISTRATION DEPARTMENT REPORT <br />65 3A) Consider Appointment of Police Officer — Human Resources Manager Sawyer reviewed <br />66 her written report recommending the appointment of Samantha Bergeron to the position of police <br />67 officer. This would fill a vacant position in the department. She noted that Ms. Bergeron is <br />68 currently a CSO in the department. She will start at the first step of the wage schedule. <br />69 Councilmember Ruhland moved to approve the appointment of Samantha Bergeron as <br />70 recommended. Councilmember Lyden seconded the motion. Motion carried on a voice vote. <br />71 3B) Consider Approval of Resolution 21-83, Blue Heron Parade, Celebration of Freedom — <br />72 Administrator Cotton explained that staff is seeking approval of a resolution relating to a Blue <br />73 Heron Days Parade. She noted that a budget request is included (to be presented by <br />74 Councilmember Stoesz) as follows: <br />75 $3,500 budgeted Blue Heron Days funds, to be spent within Lino Lakes; <br />76 $3,500 from tourism funds; to be managed by the Quad Chamber of Commerce to bring in people <br />77 for the festivities. <br />2 <br />
