PLANNING& ZONING BOARD <br /> AGENDA ITEM 6B <br /> STAFF ORIGINATOR: Katie Larsen, City Planner <br /> P &Z MEETING DATE: September 8, 2021 <br /> REQUEST: PUBLIC HEARING: Interim Ordinance Creating a <br /> Moratorium for Mini Self-Storage Facilities <br /> APPLICANT: City of Lino Lakes <br /> REVIEW DEADLINE: Not Applicable—City Initiated <br /> BACKGROUND <br /> At the October 9, 2019 Planning & Zoning Board meeting, staff and the Board discussed <br /> the potential need for additional regulations related to mini self-storage facilities. Staff <br /> has recently received inquiries from developers wanting to construct more mini self- <br /> storage facilities. Since the City is currently updating its zoning ordinance, staff <br /> recommends a one (1) year moratorium on mini self-storage facilities to allow time to <br /> review and possibly amend the ordinance. <br /> ANALYSIS <br /> Mini self-storage facilities are only allowed in the City's industrial zoning districts with a <br /> conditional use permit. The following conditions apply: <br /> 1. No single building shall be greater than one hundred fifty(150) feet in length. <br /> 2. If an"on-premises" caretaker dwelling unit is provided on site, construction of <br /> said dwelling unit shall conform to all design standard regulations for multiple <br /> family dwelling units of the Minnesota State Building Code 8-5. <br /> 3. No retailing, wholesaling, manufacturing, repair, or other such activity other than <br /> storage is to occur within the mini self-storage facility. <br /> There are currently no regulations regarding the number or types of buildings allowed on <br /> site or building design standards. In October 2019, the Board and staff discussed the <br /> interest in indoor, climate controlled self-storage facilities that are housed in one building <br /> as shown below. <br /> 1 <br />
