oo Associated Eye Care Partners Eye Clinic Building Site Improvement Plans <br /> prepared by Carlson McCain, dated 9-17-21. <br /> oo Storm Water Management Plan prepared by Carlson McCain, dated 9-13-21. <br /> oo Geotechnical Evaluation Report prepared by Braun Intertec, dated 9-01-21. <br /> oo Wetland Permit Application prepared by Kjolhaug Environmental Services <br /> Company, Inc., dated 9-13-21. <br /> ANALYSIS <br /> General Site Characteristics <br /> Rehbein Properties owns the 17.69 acre site, which is predominantly agricultural fields <br /> and five wetland areas that are 3.9 acres in total. <br /> The proposed plan involves subdivision of the property into two lots: a medical office <br /> building that would be constructed first, and a daycare building to be constructed at a <br /> later date on the second lot. These sites would be served by a new road that would <br /> connect to other properties west. A stormwater basin would manage additional runoff <br /> due to the created impervious surface. A larger outlot (B) would be reserved for future <br /> development. <br /> Land Cover <br /> Pre-settlement land cover (Marschner) was Big Woods, which included oaks, maples, <br /> basswood, and hickory. <br /> Current land cover (Minnesota Land Cover Classification System) on the site includes <br /> cropland with upland soils over most the majority of the site; mixed emergent marsh, <br /> cattail marsh, and seasonally flooded altered/non-native dominated emergent vegetation <br /> in the northwest; seasonally flooded emergent vegetation in the southwest; and 26-50% <br /> impervious cover with deciduous trees in the south-central portion of the site. <br /> Rare,Unique, or Significant Resources <br /> Kjolhaug Environmental Services did submit a Natural Heritage Information System <br /> request to the MN DNR. This review identified Blanding's turtle (Emydoidea blandingii) <br /> within a one-mile radius of the site. The DNR pamphlet on this turtle must be provided <br /> to all contractors working on the site. <br /> Soils <br /> The site is relatively flat with elevations ranging from 915 to 921 ft. <br /> Per the Geotechnical Evaluation Report, eight soil borings were performed, ranging in <br /> depth from 15 to 20 feet below grade. Borings encountered topsoil from 0.5 to 1.5 feet. <br /> 2 <br />
