1 <br /> <br />ECONOMIC DEVELOPMENT ADVISORY COMMITTEE <br />AGENDA ITEM 3B <br /> <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />EDAC MEETING DATE: October 7, 2021 <br /> <br />TOPIC: Clearwater Creek Business Park – Rehbein Properties <br />Comp Plan Amendment and Interim Land Use <br /> <br />BACKGROUND <br /> <br />Rehbein Properties is actively working on development of property they own in Centerville and <br />Lino Lakes. As part of the development planning, they have asked for the City’s receptiveness <br />to considering the following: <br /> <br />1) Allowing the relocation of their black dirt stock pile operation from its current location <br />across 21st Avenue to a site in Lino Lakes. <br />2) Amending the Comprehensive Plan to change the land use from Commercial to Industrial <br />on a 15 acre parcel they own immediately north of Clearwater Creek, between 21st <br />Avenue and I-35E. <br /> <br />Stock Pile <br /> <br />Stockpiling of material is allowed under a Conditional Use Permitted (CUP) within any zoning <br />district in the City. The owner would be relocating the existing operation temporarily until the <br />site is developed. With the operation in place, they intend to complete wetland and flood plain <br />mitigation along with soil correction on the 15 acre parcel immediately south of the proposed <br />stock pile. They are intending for this location to be in operation for 2-3 years. <br /> <br />Land Use Change <br /> <br />The industrial market is extremely strong at this point in time and the Rehbeins have had several <br />inquiries regarding potential industrial use of the 15 acre parcel located on 21st Avenue, south of <br />Commerce Drive. A land use change in this location would still provide for approximately 20 <br />acres of commercial land to the north. <br /> <br />No formal request has been submitted regarding either of these items. The owner is looking for <br />feedback on the two proposals before moving forward. Should an application be submitted, a <br />more formal review would be completed. <br /> <br />The EDAC should consider pros and cons to the concepts and identify potential requirements or <br />concerns that should be addressed with any submittal. Staff will provide additional information <br />at the meeting. <br />
