COUNCIL MINUTES <br />2 <br />3 <br />4 <br />5 <br />6 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />DATE <br />TIME STARTED <br />TIME ENDED <br />MEMBERS PRESENT <br />APPROVED <br />LINO LAKES CITY COUNCIL <br />SPECIAL MEETING <br />MINUTES <br />September 71 2021 <br />. 5*40 p.m. <br />5:48 p.m. <br />Councilmember Stoesz, Lyden, <br />Ruhland, Cavegn and Mayor Rafferty <br />Staff members present: City Administrator Sarah Cotton; Finance Director Hannah Lynch; City <br />Clerk Julie Bartell <br />PUBLIC COMMENT <br />There were no public comments. <br />SETTING THE AGENDA <br />The agenda was approved as presented. <br />20 ADMINISTRATION DEPARTMENT REPORT <br />21 1A) Consider Resolution No. 21-90, Authorizing Execution of a License Agreement with the <br />22 State of Minnesota for Use of the Lino Lakes Recreation Center — City Administrator Cotton <br />23 reviewed the written staff report. The proposal by the State of Minnesota to lease the rec facility is <br />24 laid out in report, including options to extend use past October 31. A base rent is included in the <br />25 agreement. The site would be open for testing Monday — Friday, during the hours of 11 *00 a.m. <br />26 through 6#00 p.m. and the State would like to keep open the option of utilizing the site for <br />27 vaccinations but would never do so at the same time as testing. Booster vaccination may be a part of <br />28 the program if that becomes appropriate. <br />29 Councilmember Stoesz asked if it's appropriate to approve this use without having full agreement on <br />30 when renovations could begin for use of the facility as a recreation center. Ms. Cotton explained that <br />31 she's worked with Director DeGardner to make sure there are no schedule issues with work that <br />32 could occur there. <br />33 Councilmember Ruhland moved to approve Resolution No. 21-90 as presented. Councilmember <br />34 Lyden seconded the motion.
