CITY COUNCIL WORK SESSION <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE September 13, 2021 <br />5 TIME STARTED 5:00 p.m. <br />6 TIME ENDED 6:25 p.m. <br />7 MEMBERS PRESENT Council Member Stoesz, Lyden, <br />8 Cavegn and Mayor Rafferty <br />9 MEMBERS ABSENT Councilmember Ruhland <br />10 Beginning at 5: 00 p. m., the coZmcil interviewed applicants for two open positions on the <br />11 Environmental Board. The council concurred that they world consider formal action to <br />12 appoint the following hvo applicants (for terms for the remainder of 2021 and to be <br />13 reappointed for three year terms commencing at the beginning of 2022). Jonathan <br />14 Parsons; Lindsay Buchmeier. <br />15 Staff members present: City Administrator Sarah Cotton; Community Development <br />16 Director Michael Grochala; City Planner Katie Larsen; City Engineer Diane Hankee; <br />17 Human Resources and Communications Manager Meg Sawyer; Communications <br />18 Specialist Andrea Turner; Public Services Director Rick DeGardner; City Clerk Julie <br />19 Bartell <br />20 <br />21 1. Employee Appreciation Event —Administrator Cotton first noted the formation <br />22 of a new employee appreciation group (employees). An event has been planned for <br />23 September 23rd at Fire Station #l. She is requesting that the council consider closing <br />24 City Hall for a portion of the afternoon (after 2:30 p.m.) to allow all employees to <br />25 participate. Councilmember Stoesz suggested proper signage for the public. Absentee <br />26 voting must proceed, details to allow for that process will be developed. <br />27 The council concurred with the closing of city hall for the event. <br />28 2. Review Regular Agenda — <br />29 Item 1H —School Resource Officer -Councilmember Stoesz asked how the position was <br />30 handled during COVID and how officers are assigned to this position. <br />31 Item 3A — Denial of Peddler License (Joshua's Pest Control) — The council posed <br />32 questions about the process of denial and City Cleric Bartell explained that the City Code <br />33 is clear on a basis for denial; the background information and Better Business Bureau <br />34 information is included in the staff letter. <br />35 Staff was directed to review the process for refunding background check fees. <br />36 Item 5C —Park Naming/Renaming Recommendations —Director DeGardner noted the <br />37 Park Board's recommendation to name a new park and rename an existing park — Tower <br />38 Park and Main Street Park. <br />
