CITY COUNCIL <br />AGENDA ITEM 1E <br />STAFF ORIGINATOR: Julie Bartell, City Clerk <br />MEETING DATE: October 11, 2021 <br />TOPIC: Consider Resolution No. 21-113, Authorizing Execution of Joint <br />Powers Agreement with Anoka County for Election Equipment <br />and Expenses <br />VOTE REQUIRED: 3/5 <br />BACKGROUND <br />In 2013, the City entered into a joint powers agreement with Anoka County that manages <br />replacement of voting equipment and certain ongoing election costs. The joint powers entities <br />are all cities and school districts in the county. The agreement provides for equitable <br />distribution of costs and has been successful in managing the replacement and upkeep of vote <br />scanning equipment (2013), introduction of electronic poll books (2016), and replacement of <br />ADA voter assist equipment (2021), while providing a stable cost to jurisdictions for annual <br />budgeting. <br />The Anoka County Board of Commissioners recently approved an updated joint powers <br />agreement to allocate costs for election expenses. This updated agreement includes minor <br />changes relating to dates, removal of hospital districts, and allocation of absentee ballot mailing <br />costs. The agreement is proposed to be in effect for a four-year term, beginning January 1, <br />2022 until December 31, 2025, subject to automatic renewal on January 1 of each subsequent <br />calendar year beginning January 1, 2026. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 21-113, Authorizing Execution of Joint <br />Powers Agreement with Anoka County for Election Equipment and Expenses. <br />ATTACHMENTS <br />Joint Power Agreement <br />2020-2028 JPA Cost Sharing Estimate <br />
