The new street section of Rosemary Way in Lino Lakes will have turn lanes onto <br />24th Avenue. <br /> <br />Future development of Outlot B, Belland Farms will require a thorough analysis of <br />transportation corridors and necessary road improvements with input from Anoka and Ramsey <br />Counties and the City of Hugo. <br /> <br />Public Safety Comments <br /> <br />Deputy Director-Fire Division L’Allier notes concerns regarding access to the Belland Farms <br />development for emergency responders if Rosemary Way is not connected to Otter Lake Road <br />sometime in the future. <br /> <br />Deputy Director-Police Division Leibel also notes concerns for emergency responders and <br />large apparatus vehicles that need to do a U-turn at Victor Hugo Boulevard to access the <br />development. Rosemary Way connection to Otter Lake Road is supported. <br /> <br />Environmental Board <br /> <br />The Environmental Board reviewed the development proposal at their September 29, 2021 <br />meeting and noted some with minor revisions such as additional inlet protection, additional <br />canopy cover and landscaping are needed. <br /> <br />Stormwater Maintenance Agreement <br /> <br />The stormwater maintenance for public facilities will be covered under the City’s <br />Programmatic Stormwater Management Agreement. The applicant will be required to have <br />their own declaration for stormwater maintenance for the private storm sewer. <br /> <br />Final Plat and Development Agreement <br /> <br />The applicant shall submit a Land Use Application for final plat after preliminary plat approval. <br />A Development Agreement will then be prepared by the City as part of the final plat <br />application. <br /> <br />Site Improvement Performance Agreement <br /> <br />A Site Improvement Performance Agreement is required for construction of the Associate Eye <br />Care Partners facility. <br /> <br />Comprehensive Plan <br /> <br />Resource Management System <br /> <br />The Resource Management System Plan goal of preserving surface water quality is supported <br />by the construction of stormwater management BMP’s such as curb, gutter, and stormwater <br />pond. <br />
