COUNCIL MINUTES <br />DRAFT <br />2 <br />PUBLIC SAFETY DEPARTMENT REPORT 40 <br />There was no report from the Public Safety Department. 41 <br />PUBLIC SERVICES DEPARTMENT REPORT 42 <br />There was no report from the Public Services Department. 43 <br />COMMUNITY DEVELOPMENT REPORT 44 <br />6A) Item 6A regarding Watermark 4th Addition was removed from the agenda by staff 45 <br />prior to the meeting. 46 <br />6B) Consider Approval of Public Hearing Ordinance No. 02-21, Vacating right-of-Way and 47 <br />Drainage & Utility Easement Lot 1, Block 4, Mar Don Acres – City Engineer Hankee 48 <br />Mayor Rafferty opened the public hearing. 49 <br />There being no one present wishing to speak, the public hearing was closed. 50 <br />Homeowner George Slater, 7869 Meadowview Trail, explained their request for a vacation. They 51 <br />have already been maintaining and utilizing the land and would like to make some improvements. 52 <br />He feels it’s in line what’s already occurring there. A surveyor recommended the vacation request. 53 <br />He also acknowledged the time and assistance of City Planner Katie Larsen. 54 <br />Councilmember Cavegn moved to approve the 1st Reading of Ordinance No. 02-21 as presented. 55 <br />Councilmember Ruhland seconded the motion. Motion carried on a voice vote. 56 <br />6C) Consider Resolution 21-27, Authorize the Preparation of Plans and Specs, 2021 Street 57 <br />Maintenance Project – City Engineer Hankee reviewed her written report. As a continuation of 58 <br />the pavement management plan, staff is now looking to bid out a street maintenance project. She 59 <br />explained the type of work that would be included in a project. A map of the improvement 60 <br />locations was included in the staff report. In discussing the funding source, she noted that some of 61 <br />the funding comes to the City from developers and so some of the projects represent that. 62 <br />Councilmember Stoesz asked if there will be WSB oversight and Ms. Hankee explained that it will 63 <br />be minimal (under $5,000). 64 <br />Councilmember Ruhland noted that Ash Street is listed but not noted on the map. Ms. Hankee 65 <br />explained it is an area on the edge of the City. Councilmember Ruhland asked if there is cost 66 <br />sharing and Ms. Hankee explained that there is an agreement in place with Ramsey County whereby 67 <br />they handle some improvements and the City handles this work. 68 <br />Councilmember Lyden asked why the rejuvenator isn’t continued further on Holly Drive? Ms. 69 <br />Hankee explained that the recommendations are based on pavement age and some portions are too 70 <br />old for the process. 71 <br />Councilmember Stoesz asked if Centerville is cost sharing at all and staff reported being in contact 72 <br />with all adjacent jurisdictions as appropriate to discuss cost sharing. This action is only authorizing 73 <br />plans and specifications so some of the detail work is yet to be done. 74 <br />Councilmember Lyden moved to approve Resolution No. 21-27 as presented. Councilmember 75 <br />Stoesz seconded the motion. Motion carried on a voice vote. 76 <br />Ms. Hankee noted that staff will send notifications to all impacted neighborhoods to make people 77 <br />aware of what to expect. 78
