COUNCIL MINUTES <br />DRAFT <br />1 <br /> 1 <br />LINO LAKES CITY COUNCIL 2 <br />SPECIAL MEETING 3 <br />MINUTES 4 <br /> 5 <br />DATE : March 30, 2021 6 <br />TIME STARTED : 6:00 p.m. 7 <br />TIME ENDED : 6:28 p.m. 8 <br />MEMBERS PRESENT : Councilmember Stoesz, Lyden, 9 <br /> Ruhland, Cavegn and Mayor Rafferty 10 <br />MEMBERS ABSENT : None 11 <br /> 12 <br />The council meeting was held telephonically on the Zoom Meeting platform and as allowed by 13 <br />Minnesota Statutes 13D.021. 14 <br /> 15 <br />Staff members present: City Administrator Sarah Cotton; Community Development Director 16 <br />Michael Grochala; City Clerk Julie Bartell 17 <br /> 18 <br />PUBLIC COMMENT 19 <br />There were no public comments. 20 <br />SETTING THE AGENDA 21 <br />The agenda was approved as presented. 22 <br />CONSENT AGENDA 23 <br />There were no Consent Items. 24 <br />FINANCE DEPARTMENT REPORT 25 <br />There was no report from the Finance Department. 26 <br />ADMINISTRATION DEPARTMENT REPORT 27 <br />1) Consider Resolution No. 21-28, Authorizing Execution of a License Agreement with 28 <br />The State of Minnesota For Use of the Lino Lakes Recreation Center as a COVID-19 Public 29 <br />Vaccination Site – Community Development Director Grochala explained that the City was very 30 <br />recently approached by the State of Minnesota requesting the opportunity to utilize the former 31 <br />YMCA building as a COVID 19 Vaccine facility. The State is working hard to open up vaccine 32 <br />facilities. Staff has worked with the State to quickly evaluate the facility. An agreement for the 33 <br />use is under review by the City Attorney. Mr. Grochala explained the proposed term of the 34 <br />agreement, the proposed licensing fee (base rent and building operations cost) and operation hours 35 <br />of the facility. Staff has put together conservative estimates on the utility costs and is using those 36 <br />for a not to exceed figure that has been preauthorized by the State. Charges will probably be less 37 <br />than those estimates. Any use after the end date would require council approval. A State 38 <br />reprsentative is on line to answer questions. 39 <br />Mayor Rafferty received confirmation that the not to exceed number would be able to grow if there 40 <br />was an extension past June 30th. 41
