No changes are needed at this time. <br /> <br />• The City should establish the user rates for all the Utility Funds for a three to five- <br />year period. The rates should be reviewed on an annual basis concurrent with <br />the development of the following year’s budget. <br /> <br />These recommendations are based on information provided to us by city staff. The City <br />will need to monitor the performance of each of the Funds and make any necessary <br />adjustments based upon its actual performance and on the actual construction costs of <br />the anticipated capital improvements.
