The need to open quickly also <br />reduces the costs of maintaining the Center in its closed dormant state prior to re-opening. <br /> <br />The long term opportunity for expanded and enhanced facility to provide new opportunities and <br />plan for population, membership, and program growth is an important part of the initial decision <br />making process of re-opening. The strategic development and phasing for long term growth of the <br />Center includes the following considerations: <br /> Renewal extension of the existing City property tax levy originally approved to fund the <br />building of the Center through taxes payable 2022. <br /> Prioritize initial low cost additions, enhancements, and partnerships that can shorten the <br />ramp up time for Center programs and membership to achieve financial break even more <br />quickly <br />o Several program and community partners/user groups have expressed interest in <br />launching program partnerships coordinated with re-opening <br /> Prioritize these groups for initial discussions of partnership parameters <br />o Prioritize outdoor enhancements that can be added at limited costs but can accelerate <br />and grow membership and program elements participation and revenue <br /> Analyze and prioritize long term expansion projects based on several factors: <br />o Overall cost <br />o Partnership investment <br />o Potential impact on Center membership and net revenue <br /> Does any new additions or facility upgrades enhance the overall community <br />benefits of the Center? <br />o Overall return on investment <br /> Opportunity for Sport Tourism and economic impact <br /> Impact on business and residential development in Town Center area <br />adjacent to Rec and Community Center <br />o Contribution to differentiation of Center and creation of destination components of <br />Center <br /> Identify efficiency creating elements of bundling additions, enhancements, or renovation of <br />facilities <br />o Bundling like or related elements to reduce building costs of each element <br />independently
