8 <br /> <br />The site is inside of the boundaries of the Lino Lakes Comprehensive Wetland Protection and <br />Management Plan (CWPMP) area; however, onsite wetlands do not fall within the landscape <br />scale/preliminary Wetland Management Corridor (WMC). Therefore, no WMC buffer on <br />wetlands is required with site development. <br /> <br />Rare & Endangered Species <br /> <br />Per the December 12, 2019 report prepared by Midwest Natural Resources, no habitats for state- <br />listed plant species were observed during field review. No further surveys are recommended. <br />Floodplain <br /> <br />There is no FEMA floodplain on site. <br /> <br />Development Agreement <br /> <br />A Development Agreement as it relates to the final plat has been drafted by the City and shall <br />be executed and recorded by the developer. <br /> <br />Homeowner’s Association (HOA) <br /> <br />There is no HOA required or proposed for Nadeau Acres. <br /> <br />Title Commitment <br /> <br />The City Attorney has reviewed and approved the title commitment and final plat. <br /> <br />Stormwater Maintenance Agreement <br /> <br />The stormwater maintenance of this subdivision and Vicker’s easement will be covered under <br />the City’s Programmatic Maintenance Agreement. <br /> <br />Findings of Fact <br /> <br />The Findings of Fact for the final plat are detailed in Resolution No. 21-45. <br /> <br />RECOMMENDATION <br /> <br />The Planning & Zoning Board reviewed the final plat on May 12, 2021 and recommended <br />approval with a 6-0 vote. <br /> <br />ATTACHMENTS <br /> <br />1.
