CITY COUNCIL <br />AGENDA ITEM 1G <br /> <br /> <br />STAFF ORIGINATOR: Hannah Lynch , Finance Director <br /> <br />MEETING DATE: June 14, 2021 <br /> <br />TOPIC: Accepting the American Rescue Plan Act Funds <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />On May 10, 2021, the U.S. Department of the Treasury launched the Coronavirus State and <br />Local Fiscal Recovery Funds, established by the American Rescue Plan Act (ARPA) of 2021, <br />to provide $350 billion in emergency funding for eligible state, local, territorial, and Tribal <br />governments. Treasury also released details on how these funds can be used to respond to acute <br />pandemic response needs, fill revenue shortfalls among these governments, and support the <br />communities and populations hardest-hit by the COVID-19 crisis. <br /> <br />BACKGROUND <br /> <br />The City of Lino Lakes is estimated to receive a total of $2.3 million in ARPA funds. The <br />funds will come in two payments; one in the summer of 2021 and the second 12 months after <br />the first payment. <br /> <br />The League of Minnesota Cities developed a model resolution to accept ARPA funds. There is <br />not a specific requirement in the law that cities pass a resolution but it is a formal way to <br />acknowledge that the city will be receiving the funds and grants staff the authority to take the <br />necessary steps once the process is open through Minnesota Management and Budget. <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending approval of Resolution No. 21-49. <br /> <br />ATTACHMENTS <br /> <br />Resolution 21-49
