CITY COUNCIL <br />AGENDA ITEM 3A <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> Sarah Cotton, City Administrator <br /> <br />MEETING DATE: June 28, 2021 <br /> <br />TOPIC: Consider Resolution No. 21-62, Accepting Recreation and <br />Aquatic Center Feasibility Study <br /> <br />VOTE REQUIRED: 3/5 <br /> <br />INTRODUCTION <br /> <br />Staff if requesting City Council consideration to accept the Recreation and Aquatic Center <br />Feasibility Study completed by ISG. <br /> <br />BACKGROUND <br /> <br />In July of 2020, the City was notified the YMCA would not be reopening the Lino Lakes <br />Facility. In November of 2020, the City retained Isaac Sports Group (ISG) to evaluate <br />potential facility operating options. Pursuant to a notice provided by the YMCA on January <br />4, 2021, and in accordance with the development agreement between the YMCA and the <br />City, the YMCA transferred their property and building to the City on March 1, 2021. <br /> <br />ISG has completed their report and presented their findings to the City Council at the work <br />session June 7, 2021 work session. The report examines programming options, three <br />potential management models, and multiple fee structures. Financial operating budgets and <br />projections were developed to evaluate the different options. The report also includes <br />considerations for long term development and expansion, impact of the COVID-19 <br />pandemic, along with a project timeline and next steps. Keys to success are also included as <br />a resource to identify key operating best practices and needs necessary to make the facility a <br />success. <br /> <br />Representatives from ISG will be present at the council meeting to discuss the report <br />findings. As discussed at the work session, an opportunity for public comment will provided <br />at the meeting. <br /> <br />Our next step will be to discuss the options and determine a preferred course of action. Staff <br />will include the Rec Center as a discussion item on the July 7, 2021 work session agenda. <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending acceptance of the report. <br /> <br />ATTACHMENTS <br />1.
