1 <br />WS – Item 2 <br />WORK SESSION STAFF REPORT <br />Work Session Item 2 <br /> <br /> <br />Date: July 6 , 2021 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: Storm Water Utility Feasibility Report <br /> <br />Background <br /> <br />The City Council authorized preparation of a Storm Water Utility Feasibility report at the <br />January 11, 2021 regular council meeting. The purpose of the utility would be to <br />establish a more equitable and dependable funding source to meet storm water permit <br />requirements and maintenance activities. <br /> <br />The report, completed by WSB and Associates, recommends establishing a quarterly fee <br />of $12 per parcel for residential parcels and $175/acre of impervious for Commercial, <br />Industrial, and Institutional uses. The per acre charge would also apply to multi-family <br />residential buildings. The proposed fees are based on an estimated annual operating <br />budget of $579,200. Stormwater management costs, currently included in the City’s <br />operating budget, would be shifted to the new utility. <br /> <br />Representatives of WSB and Associates will be present at the meeting to review the <br />report findings. <br /> <br />If the City Council would like to proceed with establishment of the utility, a public <br />information brochure would be created and if desired, a public informational meeting <br />held. Creation of a stormwater utility does require adoption of ordinance. <br /> <br />Council Direction <br /> <br />Staff is requesting Council direction regarding establishment of a Stormwater Utility. <br /> <br />Attachments <br /> <br />1.
