3 <br /> <br />The applicant’s site plan shows an 8 ft. tall opaque white vinyl privacy fence extending from <br />the existing building around the perimeter of a portion of the parking lot immediately south of <br />the building. Additional landscape screening is proposed at the southwest corner of the <br />building near the fence. <br /> <br />Per the ALTA/NSPS Land Title Survey prepared by EG Rud & Sons, Inc. dated July 2, 2020, a <br />recorded Declaration for Maintenance of Stormwater Facilities, a recorded Easement, two (2) <br />bioretention basins and a 22 ft. wide easement exist on the south side of the parking lot. These <br />basins provide stormwater management for the parking lot. The parking lot sheet flows south <br />into the basins. As proposed, the privacy fence appears to have a 4 inch gap at the bottom <br />which would allow for water to flow under. The proposed fence and outdoor storage shall not <br />impede or impair the function of the drainage, stormwater management system or bioretention <br />basins. The property owner shall be in compliance with the recorded stormwater Declaration <br />and Easement at all times. <br /> <br />Per May 10, 2021 email correspondence with the applicant, the following items are proposed <br />for outdoor storage: <br /> <br />• Utility trailers and company vehicles <br />• Wire stems – these get picked up once a week from our steel suppliers so we’re <br />constantly cycling these in and out to be recycled. <br />• Steel scrap bin – we use this to recycle our scraps picked up once a week by National <br />Recycling Inc. <br />• Bales of cardboard – picked up by International Paper Company <br />• Overflow pallets – cycled in and out every 1 to 3 days <br />• Snow plow and sanding equipment <br />• 8 yard Trash bin – picked up once a week by Waste Management <br /> <br />Conditional Use Permit for Open and Outdoor Storage <br /> <br />City Zoning Ordinance Section 1007.120(9)(e) details the following conditions of approval for <br />open and outdoor storage: <br /> <br />(e) Open and outdoor storage (not outdoor sales lots) as an accessory use provided <br />that: <br /> <br />1. The designated storage area shall comply with all building <br />setback requirements for the district. Outside storage is prohibited between the <br />principal structure and any public right-of-way. <br /> <br />The required building setback along CR 84 (Otter Lake Road) is 50 feet. The proposed outdoor <br />storage and fence setback is 210+ ft. This requirement is met. <br /> <br />The required rear yard building setback is 15 feet. The proposed outdoor storage and fence <br />setback is 480+ft. This requirement is met. <br /> <br />The required side yard building setback is 10 feet. The proposed outdoor storage and fence is <br />proposed 3-4 ft off the east lot line which is in line with the existing building. The existing
