The property owner <br />shall work with Rice Creek Watershed District (RCWD), Anoka Conservation District (ACD) <br />and City staff regarding current wetland and floodplain impact violations and restoration <br />requirements as noted in their March 25, 2021 letter. <br /> <br />Pine Street and 4th Avenue are major collector roads and have capacity to serve a commercial <br />stable operation. <br /> <br />Definitions <br /> <br />City Zoning Ordinance Section 1007.058(2) defines Commercial Stable as follows: <br /> <br />Commercial Stable. A commercial stable is any structure, barn, or place where the <br />stabling, boarding, training, and feeding of horses takes place. <br /> <br />City Zoning Ordinance Section 1007.001(2) defines Animal Unit as follows: <br /> <br />Animal Unit. A unit of measure used to compare differences in the production of animal <br />manure that employs as a standard the amount of manure produced on a regular basis by a <br />slaughter steer or heifer for an animal feedlot or a manure storage area, calculated by <br />multiplying the number of animals of each type by the respective multiplication factor and <br />summing the resulting values for the total number of animal units. For purposes of this chapter, <br />the following multiplication factors shall apply.
