5 <br /> <br />Chickens 20 .003 0.06 <br /> TOTAL 22.06 <br /> <br />Grading Plan and Stormwater Management <br /> <br />Although a grading plan and stormwater management plan is not specifically required for the <br />conditional use permit amendment or variance application, all efforts shall be made to prevent <br />manure waste and runoff from draining into ditches and wetlands. <br /> <br />Public Utilities <br /> <br />The house and arena are served by private well and septic system. The property owner has <br />provided documentation that the septic system and drain field have been inspected and <br />determined to be in compliance with state requirements and sized for intended use. It should <br />also be noted that any future improvements required for restrooms shall be ADA compliant. <br /> <br />Wetlands <br /> <br />Wetlands are located on the Subject Site. An approved wetland delineation is not required for <br />the conditional use permit application; however, Rice Creek Watershed District (RCWD) may <br />require one. The property owner shall work with RCWD, ACD and the City regarding the <br />potential need for restoration of the wetlands on the site that were previously filled. The <br />Property shall be in compliance with all City and other regulatory agency requirements or the <br />conditional use permit may be revoked. No manure waste shall be stored or spread within 50 ft <br />of a wetland and a 50 ft wide vegetated wetland buffer shall be maintained. <br /> <br />Floodplain <br /> <br />The 2015 DFIRM indicates Zone A floodplain on the Subject Site. No manure bins or manure <br />storage shall be located in the wetlands or floodplain. <br /> <br />Accessory Structures <br /> <br />During the 2020 CUP application process, Mr. Stowe stated he had three (3) outside horse <br />shelters approximately 10ft x 20ft each. Per Resolution No. 20-144, the maximum numbers of <br />shelters allowed on the Subject Site is six (6). This would equate to 1,200 sf total (10ft x 20ft = <br />200sf x 6 shelters = 1,200sf total). The shelters are specific accessory structures associated <br />with the operation of a commercial stable. <br /> <br />The property owner’s CUP amendment and variance land use application states the property <br />owner owns additional horse shelters over 8,000 sf which exceeds the allowed square footage <br />per the approved 2020 CUP. The applicant did correct this statement. There are currently 5 <br />shelters totaling approximately 1,000 sf. This is compliant with the 2020 CUP. <br /> <br />Per the University of Minnesota Extension website, a 240 sf (12 x 20ft) open-front shelter is <br />ideal for two (2) horses. An additional 60 sf (10 x 6 ft) is required for each additional horse. <br />
