The proposed development application has been found to be consistent with the <br />policies and recommendations of the Lino Lakes Comprehensive Plan including: <br /> <br />a. Land Use Plan. <br /> <br />The Property is guided Urban Reserve per the 2040 Comprehensive Plan and zoned <br />R, Rural. Commercial Stables are allowed with a conditional use permit and are <br />consistent with rural land uses. <br /> <br />b. Transportation Plan. <br /> <br />Pine Street is a major collector road. The existing road has structural design and <br />capacity to accommodate traffic proposed by the commercial stable operation. <br /> <br />c. Utility (Sewer and Water) Plans. <br /> <br />The Property is served by a restroom on a private septic system. The City’s utility <br />plans are not impacted. <br /> <br />d. Local Water Management Plan. <br /> <br />The City’s Local Water Management Plan is incorporated into Chapter 7 of the <br />City’s 2040 Comprehensive Plan. One goal of the Plan is to improve water quality <br />and the scenic and ecological values of City lakes, wetlands and other aquatic <br />assets. The Property shall be in compliance with the required facility management <br />and waste handling plan and other regulatory agencies requirements.
