Review Regular Agenda of July 12, 2021 14 <br />15 <br />Item 6A, 426 Pine Street - City Planner Larsen explained the two resolutions presented 16 <br />to the council and provided a quick history. A CUP was previously issued with a limit of 17 <br />horses allowed and the option of increasing the number of horses with a manure 18 <br />management plan. The applicant has an acceptable manure management plan and can 19 <br />have 25 horses. The current request is to amend the previous CUP and to obtain a 20 <br />variance for more horses. Staff is presenting a resolution that would allow the 12.5 21 <br />horses increased to 25 horses with an approved manure management plan. That 22 <br />resolution was approved by the Planning and Zoning Board; the resolution requesting a 23 <br />variance to allow additional horses was not approved. Ms. Larsen noted that the 24 <br />applicant has requested a postponement to allow for all councilmembers to visit the 25 <br />property. 26 <br />27 <br />Mayor Rafferty remarked that he thinks it’s a fair request to ask for decision makers to 28 <br />visit the property. 29 <br />30 <br />Councilmember Stoesz noted that Lino Lakes is unique and this is one of the unique 31 <br />properties. It deserves to be reviewed. 32 <br />33 <br />Councilmember Ruhland said he’d like the opportunity to visit the property. 34 <br />35 <br />Mayor Rafferty asked if the attorney/applicant would like to offer comments. Attorney 36 <br />remarked that this involves a really unique property and it deserves a review. It’s been a 37 <br />part of the community for fifty plus years. 38 <br />39 <br />Applicant Christopher Stowe explained his experience. He believes he was housing 40 <br />horses at the property prior to the City’s change in regulations. The property is unique. 41 <br />He explained the arena on the property and its large size. He’s been told that his 42 <br />buildings are non-compliant and also that the property zoning is different than when he 43 <br />purchased it.
