COUNCIL MINUTES <br />DRAFT <br />2 <br />F) Consider Resolution No. 21-80, American Legion Special 39 Event Centennial Dance Approved 40 <br />G) Consider Resolution No. 21-81, Living Waters Lutheran 41 <br />Church Summer Outdoor Concert Series Approved 42 <br />H) Consider Resolution No. 21-78, American Legion Special 43 <br />Event, Lino Lakes Family Fun Days Approved 44 <br />FINANCE DEPARTMENT REPORT 45 <br />2A) Public Hearing – Providing Host Approval to the Issuance of Revenue Obligations by 46 <br />the City of Bethel for the Benefit of Lyngblomsten of Lino Lakes, LLC: Consider Resolution 47 <br />No. 21-77, Providing Host Approval to the Issuance of Revenue Obligations – Finance Director 48 <br />Lynch explained that staff is recommending a resolution that provides approval for the City of 49 <br />Bethel to host the issuance of revenue bonds for the Lyngblomsten project. The City is not 50 qualified to issue these bonds due to a previous issuance this year (Street Reconstruction Project). 51 <br /> 52 <br />Julie Eddington, Kennedy and Graven, responded to a question about expiration of the resolution; 53 <br />any expiration could be determined by the council and added to the resolution. Councilmember 54 <br />Stoesz said he isn’t concerned; no language change is called for in his opinion. 55 <br />Councilmember Lyden noted that the financing is not tied to the tax increment financing element of 56 the project and that was confirmed by bond counsel. 57 <br />Mayor Rafferty opened the public hearing. There being no one present wishing to speak, the public 58 <br />hearing was closed. 59 <br />A real estate company representative (for the project) updated the council on the proposed project 60 <br />schedule. 61 <br />Councilmember Lyden moved to approve Resolution No. 21-77 as presented. Councilmember 62 Cavegn seconded the motion. Motion carried on a voice vote. 63 <br />ADMINISTRATION DEPARTMENT REPORT 64 <br />3A) Consider Appointment of Police Officer – Human Resources Manager Lynch reviewed 65 <br />her written report recommending the appointment of Samantha Bergeron to the position of police 66 <br />officer. This would fill a vacant position in the department. She noted that Ms. Bergeron is 67 currently a CSO in the department. She will start at the first step of the wage schedule. 68 <br />Councilmember Ruhland moved to approve the appointment of Samantha Bergeron as 69 <br />recommended. Councilmember Lyden seconded the motion. Motion carried on a voice vote. 70 <br />3B) Consider Approval of Resolution 21-83, Blue Heron Parade, Celebration of Freedom – 71 <br />Administrator Cotton explained that staff is seeking approval of a resolution relating to a Blue 72 <br />Heron Days Parade. She noted that a budget request is included (to be presented by 73 Councilmember Stoesz) as follows: 74 <br />$3,500 budgeted Blue Heron Days funds, to be spent within Lino Lakes; 75 <br />$3,500 from tourism funds; to be managed by the Quad Chamber of Commerce to bring in people 76 <br />for the festivities. 77
