Form B-3 <br /> <br /> <br /> <br />REQUEST FOR PERSONAL SERVICE CHANGES <br /> <br /> <br /> <br /> <br />Department: Building Inspections <br /> <br /> <br />Supervisor: Patrick Moonen <br /> <br /> <br />Position Title: Building Inspector <br /> <br />Budget Impact: $56,874 <br /> <br /> <br /> <br />Justification for change: <br /> <br />The Building Department ensures that construction of new, expanded and remodeled <br />residential, commercial, industrial, and public, semi-public and multiple family residential <br />structures comply with applicable, Federal, State and City regulations. The department <br />responds to city complaints involving building regulations as well as zoning and housing <br />maintenance complaints. The department is also responsible for licensing and inspection of all <br />multi-family (two or more) residential rental units in the city. <br /> <br />The City Building Department currently has 1 full time Building Official, 1 Building Inspector, and <br />1 Building/Fire Inspector and 1 temporary part time seasonal position. The BI/FI position is only <br />available half time for building inspection purposes. <br /> <br />Construction activity has continued to increase over the past two years. Accordingly the <br />department has realized increases in permits, plan review and inspection requests. <br />Additionally, the proposed expansion of the Fire Inspector position from .5 FTE to 1.0 FTE will <br />leave a .5 FTE Building Inspector that will be difficult to retain. <br /> <br />Department customer service goals include plan review and permit issuance for residential <br />projects in 5 working days, Commercial projects within 10 days. Inspection requests are <br />intended to be accommodated within 48 hours of request. Plan reviews have reached 15 days <br />for residential permits with inspections requests reaching up to 12 working days. <br /> <br />Current staffing levels can accommodate 22 inspections slots per day. This number takes into <br />account plan review, counter service, and reporting as well as annual training and vacation. <br />Inspections are scheduled in ½ intervals and account for drive time. Increase in inspections, <br />under current staffing levels, is typically at the expense of plan review, counter customer service <br />and code enforcement. At the same time an increase in plan reviews, completed by the <br />Building Official, requires further reduction in inspection availability. <br /> <br />The planned addition of a .5 FTE inspector will add an average of 6-10 inspection slots daily <br />over the course of a full year. This position will also be able to assist with code enforcement <br />activities. <br />53
