CITY COUNCIL <br />AGENDA ITEM 6A <br /> <br />STAFF ORIGINATOR: Michael Grochala <br /> <br />MEETING DATE: August 23, 2021 <br /> <br />TOPIC: Consider 2nd Reading of Ordinance No. 07-21, <br /> Establishing a Storm Water Utility <br /> <br />VOTE REQUIRED: 3/5 <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration to establish a storm water utility. <br /> <br />BACKGROUND <br /> <br />The City of Lino Lakes owns and operates a Storm Water Management System comprised of <br />pipes, ditches, ponds, catch basins, manholes and other structural and non-structural Best <br />Management Practices (BMP’s). The purpose of this system is to safely and efficiently convey <br />and treat storm water runoff that results from the creation of impervious surfaces. <br /> <br />The City Council has been reviewing the potential of adopting a storm water utility with <br />revenues dedicated solely to funding storm water related activities. The City Council authorized <br />preparation of a storm water utility feasibility study in January of 2021. The report was <br />presented to the City Council on July 6, 2021. <br /> <br />On August 9, 2021, the City Council held a public hearing and following discussion approved <br />the 1st Reading of Ordinance No. 07-21 adopting the Storm Water Utility. <br /> <br />Once approved, staff will start the implementation process to begin operation of the utility by <br />January 1, 2022. <br /> <br />RECOMMENDATION <br /> <br />Adopt 2nd Reading of Ordinance No. 07-21 <br /> <br />ATTACHMENTS <br /> <br />1.
