Ms. Katie Larsen <br />7/72021 <br />Page 3 <br />Huntson Addition Concept Plan Engineering Review <br />additional traffic from the new lots. Townhome residents will use Ravens Court, a local road, <br />to access Ware Road, a minor collector. Ravens Court and Ware Road also have capacity <br />to handle the additional traffic from the proposed development. <br /> <br />The applicant is proposing to access Blocks 1 and 2 from Oak Hollow Lane and extending <br />Oak Hollow Lane through the site. The proposed roadway is 32-ft wide from back-of-curb to <br />back-of-curb and is approximately 165-ft in length. The applicant currently shows a <br />proposed temporary cul-de-sac with a 46-ft radius. The proposed cul-de-sac and temporary <br />easements greatly impact the adjacent properties and the area available for stormwater <br />ponding. After review, staff believes that a 40-ft radius temporary cul-de-sac would be <br />sufficient for the site or that a 25-ft by 32-ft turnaround could be added to the eastern side of <br />the roadway. The 40-ft radius temporary cul-de-sac can be offset so that the majority of the <br />cul-de-sac would be within Outlot A. <br /> <br />City Ordinance states that cul-de-sac radii need to be 46-ft, but also states that minor <br />variations of that requirement can be allowed with the consensus of the Public Works <br />Director, City Engineer, and City Administrator. Multiple temporary cul-de-sacs have been <br />installed in Lino Lakes with radii of 40-ft. <br /> <br />• Wetlands and Mitigation Plan <br /> <br />There are multiple existing wetlands on the Huntson Addition property. The plans <br />note that the wetland delineation was performed by Jacobson Environmental, Pllc, <br />in August of 2017. If not already approved, the wetland delineation shall be <br />approved by the Technical Evaluation Panel (TEP). <br /> <br />• Landscaping <br /> <br />Staff does not have any comments on this time. <br /> <br />• Floodplain <br /> <br />There are no existing floodplains on Huntson Addition. <br /> <br />• Drainage and Utility Easements <br /> <br />The applicant is proposing 10-ft wide drainage and utility easements along adjoining right-of- <br />way, rear lot lines, and the plat boundary lines. The applicant is proposing a 5-ft wide <br />drainage and utility easement for the side lot line adjacent to Outline A. <br /> <br />Per City Code, the City requires 10-ft wide drainage and utility easements along lot lines and <br />allows these easements to be centered on common rear and side lot lines. The proposed <br />concept plan meets these requirements. <br /> <br />• Development Agreement <br /> <br />A Development Agreement will be required with the final plat. <br /> <br />• Grading Agreement <br /> <br />A Grading Agreement is not applicable at this time.
