CITY COUNCIL <br />AGENDA ITEM 6B <br />STAFF ORIGINATOR: Diane Hankee PE, City Engineer <br />MEETING DATE: September 27, 2021 <br />TOPIC: Consider Resolution No. 21-91, Approving Change Order No. 1, <br />Northeast Drainage Improvement Project <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is requesting council approval of Change Order No. 1 for the Northeast Drainage Area <br />Improvement Project. <br />BACKGROUND <br />On November 9, 2020, the City Council awarded the bid for the Northeast Drainage Area <br />Improvement Project to Jacon, LLC in the amount of $1,010,009.00. The project is <br />approaching completion and included a new storm water conveyance system from the east side <br />of 20th Avenue to the Peltier Lake. The project provides a surface water outlet for the entire <br />1,300 acre Northeast Drainage Area in conformance with the Comprehensive Surface Water <br />Management Plan. <br />During construction, poor soils were encountered at the crossing of 20th Avenue (CSAH 54). <br />Anoka County required a longer taper (15:1) from the bottom of the pipe excavation trench. <br />This resulted in additional earthwork, subgrade preparation, and street restoration. This design <br />change also required that CSAH 54 be closed. A more complicated detour plan was needed to <br />route traffic over to Highway 61 which required MnDOT approval. <br />Change Order No. 1 in the amount of $17,332.62 includes the above described additional <br />earthwork, subgrade excavation, street restoration, and traffic control. The Northeast Drainage <br />Area Improvement Project contract with Jacon, LLC., with Change Order No. 1, would be <br />increased to $1,027,341.62. This amount is within the project planned contingencies and <br />budget. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 21-91 for Change Order No. 1 in the amount <br />of $17,332.62 for the Northeast Drainage Area Improvement Project. <br />ATTACHMENTS <br />1.
