CITY COUNCIL WORK SESSION <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : September 13, 2021 4 <br />TIME STARTED : 5:00 p.m. 5 <br />TIME ENDED : 6:25 p.m. 6 <br />MEMBERS PRESENT : Council Member Stoesz, Lyden, 7 <br /> Cavegn and Mayor Rafferty 8 <br />MEMBERS ABSENT : Councilmember Ruhland 9 <br />Beginning at 5:00 p.m., the council interviewed applicants for two open positions on the 10 <br />Environmental Board. The council concurred that they would consider formal action to 11 <br />appoint the following two applicants (for terms for the remainder of 2021 and to be 12 <br />reappointed for three-year terms commencing at the beginning of 2022): Jonathan 13 <br />Parsons; Lindsay Buchmeier. 14 <br />Staff members present: City Administrator Sarah Cotton; Community Development 15 <br />Director Michael Grochala; City Planner Katie Larsen; City Engineer Diane Hankee; 16 <br />Human Resources and Communications Manager Meg Sawyer; Communications 17 <br />Specialist Andrea Turner; Public Services Director Rick DeGardner; City Clerk Julie 18 <br />Bartell 19 <br /> 20 <br />1. Employee Appreciation Event – Administrator Cotton first noted the formation 21 <br />of a new employee appreciation group (employees). An event has been planned for 22 <br />September 23rd at Fire Station #1. She is requesting that the council consider closing 23 <br />City Hall for a portion of the afternoon (after 2:30 p.m.) to allow all employees to 24 <br />participate. Councilmember Stoesz suggested proper signage for the public. Absentee 25 <br />voting must proceed; details to allow for that process will be developed. 26 <br />The council concurred with the closing of city hall for the event. 27 <br />2. Review Regular Agenda – 28 <br />Item 1H – School Resource Officer - Councilmember Stoesz asked how the position was 29 <br />handled during COVID and how officers are assigned to this position. 30 <br />Item 3A – Denial of Peddler License (Joshua’s Pest Control) – The council posed 31 <br />questions about the process of denial and City Clerk Bartell explained that the City Code 32 <br />is clear on a basis for denial; the background information and Better Business Bureau 33 <br />information is included in the staff letter. 34 <br />Staff was directed to review the process for refunding background check fees. 35 <br />Item 5C – Park Naming/Renaming Recommendations – Director DeGardner noted the 36 <br />Park Board’s recommendation to name a new park and rename an existing park – Tower 37 <br />Park and Main Street Park. 38
