COUNCIL MINUTES <br />DRAFT <br />1 <br /> 1 <br />LINO LAKES CITY COUNCIL 2 <br />SPECIAL MEETING 3 <br />MINUTES 4 <br /> 5 <br />DATE : September 7, 2021 6 <br />TIME STARTED : 5:40 p.m. 7 <br />TIME ENDED : 5:48 p.m. 8 <br />MEMBERS PRESENT : Councilmember Stoesz, Lyden, 9 <br /> Ruhland, Cavegn and Mayor Rafferty 10 <br />MEMBERS ABSENT : 11 <br /> 12 <br />Staff members present: City Administrator Sarah Cotton; Finance Director Hannah Lynch; City 13 <br />Clerk Julie Bartell 14 <br /> 15 <br />PUBLIC COMMENT 16 <br />There were no public comments. 17 <br />SETTING THE AGENDA 18 <br />The agenda was approved as presented. 19 <br />ADMINISTRATION DEPARTMENT REPORT 20 <br />1A) Consider Resolution No. 21-90, Authorizing Execution of a License Agreement with the 21 <br />State of Minnesota for Use of the Lino Lakes Recreation Center – City Administrator Cotton 22 <br />reviewed the written staff report. The proposal by the State of Minnesota to lease the rec facility is 23 <br />laid out in report, including options to extend use past October 31. A base rent is included in the 24 <br />agreement. The site would be open for testing Monday – Friday, during the hours of 11:00 a.m. 25 <br />through 6:00 p.m. and the State would like to keep open the option of utilizing the site for 26 <br />vaccinations but would never do so at the same time as testing. Booster vaccination may be a part of 27 <br />the program if that becomes appropriate. 28 <br />Councilmember Stoesz asked if it’s appropriate to approve this use without having full agreement on 29 <br />when renovations could begin for use of the facility as a recreation center. Ms. Cotton explained that 30 <br />she’s worked with Director DeGardner to make sure there are no schedule issues with work that 31 <br />could occur there. 32 <br />Councilmember Ruhland moved to approve Resolution No. 21-90 as presented. Councilmember 33 <br />Lyden seconded the motion.
