Brewer Taprooms are defined as, "Facility on the premises of, or adjacent to, a <br />malt liquor beverage production facility / brewery intended for the on -sale and <br />consumption of malt liquor produced by the brewer pursuant to Minnesota Statute <br />section 340A.301, subdivision 6b. A brewer taproom may include a restaurant." <br />The key difference between the two is that brewpubs are limited to 25% of the space <br />being used for brewing operations while a brewer taproom has no restriction on the <br />percentage of space used for brewing operations. <br />If the P&Z wishes to change the ordinance to allow brewer taprooms in more districts, <br />they should provide staff with the direction on which districts they would like to see them <br />allowed. <br />4. Garage Area — The City Council would like the P&Z to provide direction on a possible <br />amendment to the garage area standards. Garages are intended to provide space to store <br />vehicles and other equipment. The intent is to provide enough space within the garage <br />and other accessory structures to contain all equipment in addition to the vehicles. The <br />current minimum standard is 20 feet wide with a total size of 440 square feet for two <br />family and townhomes. The proposed zoning draft includes a change that would also <br />adopt this standard for single family dwellings. A table of the minimum standards for the <br />surrounding cities has been included which shows a variety of standards for minimum <br />width, minimum size and minimum stall requirements. For reference, a standard parking <br />space is 9 feet by 18 feet. <br />There are a few options before the P&Z for garage area and staff is looking for a <br />recommendation on the most desirable option. When considering an ordinance <br />amendment, beyond the change already proposed by staff to establish a minimum garage <br />size for single family homes, P&Z should consider what the purpose of a garage is and if <br />there is a problem that is trying to be addressed. <br />a. Recommend approval of the amendment proposed by staff to require single <br />family homes to have a 440 sq. ft. garage a minimum 20 feet wide as that is the <br />existing size standard for two family homes and townhomes. Keep the current <br />minimum standards. <br />b. Remove the minimum width standard and keep the current minimum size <br />standard. <br />c. Require the garage to be 21 x 23 feet or 483 square feet of internal floor area. <br />The ordinance does not define how garage area is measured and staff is looking for P&Z <br />to recommend a way to measure garage area from the following: <br />d. Measure from the exterior of each wall for length and width. This option is <br />typically the easiest to measure from a set of building plans as it is commonly <br />dimensioned from the exterior edge of the structure. <br />3 <br />
