13 <br /> <br />Land Use Plan <br /> <br />The Comprehensive Plan guides this property for commercial use. The proposed medical eye <br />clinic and commercial building is consistent with commercial land use. <br /> <br />Housing Plan <br /> <br />The goals and policies of Housing Plan are not negatively impacted by the medical eye clinic <br />and commercial development. <br /> <br />Transportation Plan <br /> <br />Goals of the Transportation Plan are to ensure that street and roads are as safe as possible and <br />to reduce unnecessary traffic. CSAH 14 (Main Street) is an A Minor Arterial Connector road <br />and has capacity to handle the traffic volume of the commercial development. <br /> <br />Sanitary Sewer and Water Supply Plan <br /> <br />The subject site is located in Utility Staging Area 1A (2018-2025) and Sanitary District 5 (Sub- <br />District 5A). Sanitary flows from this district are conveyed to the southeast, discharging into <br />the MCES Lino Lakes Relief Interceptor located at the intersection of CSAH 14 and 24th <br />Avenue. <br /> <br />It should be noted that current development east of I35E north of CSAH 14/Main Street in <br />Otter Crossing and Main Street Shoppes is being served by Sanitary Sewer District 3 and the <br />sanitary sewer main located in Otter Lake Road in order to help facilitate and expedite <br />development. Future land development within Sanitary District 5 shall be evaluated for <br />capacity and flow to either District 3 or District 5. <br /> <br />The development will be municipally served by an 8” DIP watermain located along 24th <br />Avenue and Rosemary Way. <br /> <br />The sanitary sewer and water supply systems have capacity for the proposed development. <br /> <br />Planning and Zoning Board <br /> <br />The Planning & Zoning Board held a public hearing on October 13, 2021. Public comments <br />included questions about traffic and future road alignments. The Board recommended approval <br />of the preliminary plat with a 5-0 vote. <br /> <br />Findings of Fact <br /> <br />Council Resolution No. 21-115 details the preliminary plat findings of fact. <br /> <br />RECOMMENDATION <br /> <br />The Planning & Zoning Board and staff recommend approval of the preliminary plat for <br />Belland Farms with conditions listed in the resolution.
