<br />1 | P a g e <br /> <br />Executive Summary <br />Enclosed is a summary of the pavement management work that was performed by WSB for the <br />City of Lino Lakes, completed in October 2021. This report provides an overview of the <br />pavement conditions in the City and how they have changed since the previous report. It can be <br />used for planning and budgeting of roadway construction and maintenance activities. <br />As requested by the City, WSB evaluated pavement conditions on 25 percent of the roadways <br />in the City this year. This cycle ensures the City’s entire system is surveyed over a four-year <br />span. The roadways inspected and evaluated consisted of only bituminous roadways that are <br />maintained by the City. Pavement ratings were computed using PAVER, a pavement <br />management software that calculates Pavement Condition Index (PCI) based on surface <br />distresses identified in the field. PCI is based on a 0 to 100 scale, with 100 being a road in <br />perfect condition. Any type of road maintenance (i.e. patching or crack sealing) done prior to <br />inspections would be accounted for in each PCI value. <br />Current ratings for roadways that were not inspected in 2021 were estimated using the PAVER <br />software. PAVER utilizes the data from the previous inspection along with the standard <br />pavement deterioration curve developed by the United States Army Corps of Engineers <br />(USACE) to estimate the deterioration of roads that likely took place since a road’s last survey. <br />That estimation is then used to calculate the road’s current PCI. Private roadways and gravel <br />roadways were not evaluated. <br />Roadways in the problem category that were given a thin overlay starting in 2020 were rated as <br />marginal and having a PCI of 69. These areas were not in the 2021 survey section of the City <br />and will deteriorate faster than the USACE pavement curve predicts due to the temporary <br />nature of the maintenance fix. <br />The significant findings of the pavement condition in 2021 are as follows: <br />• There are currently 104 miles of bituminous roadways in Lino Lakes, of which 24 miles were <br />inspected in 2021. <br />• The current area weighted average PCI for bituminous roads in Lino Lakes is 73.55. <br />The findings reflect that most of the roadways in the City are in adequate condition. The current <br />roadway condition and the conditions over the past four evaluations are shown in Table I. <br /> <br /> <br /> <br /> <br />
