Review Regular Agenda of October 25, 2021 – 16 <br /> 17 <br />Councilmember Lyden remarked that energy costs are expected to be very high and he 18 <br />suggests the City cut back on use in any way possible. The council and staff concurred 19 <br />and will work toward that goal. 20 <br /> 21 <br />Item 5A, Water Tower #2 Reconditioning Project – Justin Williams was not present 22 <br />but is expected to be at the council meeting to present the request. 23 <br /> 24 <br />Councilmember Lyden remarked that he’d like to see the planning cost reduced; any 25 <br />money saved could be used for other worthy projects. Mayor Rafferty remarked that he 26 <br />believes the cost is appropriate and the work it represents important. Councilmember 27 <br />Cavegn wondered if there isn’t information (specifications) available from the recent 28 <br />work done on Water Tower #1. Councilmember Stoesz asked about impact to cellular 29 <br />services and Community Development Director Grochala said that will be part of the 30 <br />project plans. 31 <br /> 32 <br />Administrator Cotton added that capital project was included in the rate study so it is an 33 <br />anticipated expense. 34 <br /> 35 <br />Item 6A, Agreement for Residential Recycling Funding (Anoka County) – 36 <br />Environmental Coordinator Nelson noted that each year the City receives money from the 37 <br />County to pay for recycling efforts. He noted the amount offered for this year and how 38 <br />the funds are utilized. Mayor Rafferty asked if the grant amount is similar to previous 39 <br />years; Mr. Nelson noted how the funds were utilized last year (there was a downtick 40 <br />because there was no recycling day). Councilmember Ruhland asked if these grant funds 41 <br />could be used to reduce the cost residents pay for recycling day drop off; Mr. Nelson said 42 <br />that doesn’t appear to be a workable situation for the City (based on experience of other 43 <br />cities).
