CITY COUNCIL WORK SESSION <br /> APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE October 25,2021 <br /> 5 TIME STARTED 6:00 p.m. <br /> 6 TIME ENDED 6:25 p.m. <br /> 7 MEMBERS PRESENT Council Member Stoesz,Lyden,Ruhland, <br /> 8 Cavegn and Mayor Rafferty <br /> 9 MEMBERS ABSENT None <br /> 10 Staff members present: City Administrator Sarah Cotton; Finance Director Hannah <br /> 11 Lynch; Community Development Director Michael Grochala; City Engineer Diane <br /> 12 Hankee; Assistant City Engineer Kelsey Gelhar; Environmental Coordinator Andy <br /> 13 Nelson; Public Services Director Rick DeGardner; Director of Public Safety John <br /> 14 Swenson; City Clerk Julie Bartell <br /> 15 <br /> 16 1. Review Regular Agenda of October 25,2021 - <br /> 17 <br /> 18 Councilmember Lyden remarked that energy costs are expected to be very high and he <br /> 19 suggests the City cut back on use in any way possible. The council and staff concurred <br /> 20 and will work toward that goal. <br /> 21 <br /> 22 Item 5A, Water Tower#2 Reconditioning Project—Justin Williams was not present <br /> 23 but is expected to be at the council meeting to present the request. <br /> 24 <br /> 25 Councilmember Lyden remarked that he'd like to see the planning cost reduced; any <br /> 26 money saved could be used for other worthy projects. Mayor Rafferty remarked that he <br /> 27 believes the cost is appropriate and the work it represents important. Councilmember <br /> 28 Cavegn wondered if there isn't information (specifications) available from the recent <br /> 29 work done on Water Tower#1. Councilmember Stoesz asked about impact to cellular <br /> 30 services and Community Development Director Grochala said that will be part of the <br /> 31 project plans. <br /> 32 <br /> 33 Administrator Cotton added that capital project was included in the rate study so it is an <br /> 34 anticipated expense. <br /> 35 <br /> 36 Item 6A,Agreement for Residential Recycling Funding (Anoka County)— <br /> 37 Environmental Coordinator Nelson noted that each year the City receives money from the <br /> 38 County to pay for recycling efforts. He noted the amount offered for this year and how <br /> 39 the funds are utilized. Mayor Rafferty asked if the grant amount is similar to previous <br /> 40 years; Mr.Nelson noted how the funds were utilized last year(there was a downtick <br /> 41 because there was no recycling day). Councilmember Ruhland asked if these grant funds <br /> 42 could be used to reduce the cost residents pay for recycling day drop off, Mr.Nelson said <br /> 43 that doesn't appear to be a workable situation for the City(based on experience of other <br /> 44 cities).
