COUNCIL MINUTES <br />DRAFT <br />1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : January 13, 2020 4 <br />TIME STARTED : 6:30 p.m. 5 <br />TIME ENDED : 7:15 p.m. 6 <br />MEMBERS PRESENT : Council Member Stoesz, Lyden, Ruhland, and 7 <br /> Mayor Rafferty 8 <br />MEMBERS ABSENT : 9 <br /> 10 <br />Staff members present: City Administrator Jeff Karlson; Community Development Director 11 <br />Michael Grochala; City Engineer Diane Hankee; Human Resources Manager Karissa Bartholomew; 12 <br />Director of Public Safety John Swenson; and City Clerk Julie Bartell 13 <br /> 14 <br />OATH OF OFFICE 15 <br /> 16 <br />Mayor Rob Rafferty and Councilmembers Ruhland and Lyden took the Oath of Office for the terms 17 <br />on the council. 18 <br /> 19 <br />PUBLIC COMMENT 20 <br />Allen Moser, 540 Marshan Lane, noted concerns about YMCA traffic using his street and not safely. 21 <br />He has spoken to the Police and Community Development Department but the problem persists. He 22 <br />is requesting a sign at both ends of the street. He noted two other residents on that street present 23 <br />that will corroborate. He also noted that semi-trucks that use Lake Drive are using their jake brakes 24 <br />and it creates a lot of noise. Some of those trucks were Cemstone trucks and when he approached 25 <br />that company, they responded well. 26 <br />Mayor Rafferty announced that staff will look into the concerns brought forward and the council 27 <br />will discuss them at their next work session. 28 <br />Mr. Robert Nelson, East Shadow Lake Drive, came forward to discuss the proposed roundabout on 29 <br />Birch Street. He attended the last community forum and has attempted to speak with Anoka 30 <br />County staff but to no avail. Mayor Rafferty noted that there is another community meeting on the 31 <br />subject of Birch Street Improvement Project coming up on January 28; he acknowledges that the 32 <br />engineering is going to be a challenge. Mr. Nelson read information suggesting that roundabouts 33 <br />aren’t a good fit for the street. He is asking that the City look into this matter and get some response 34 <br />from the engineers for the residents’ concerns. 35 <br />Larry Adams, 600 Marshan Lane, said he agrees that there is a problem on his street. There are 36 <br />everyday problems with cars turning around and speeding. 37 <br />SETTING THE AGENDA 38 <br />The agenda was approved as presented. 39 <br />CONSENT AGENDA 40 <br /> 41 <br />Council Member Stoesz moved to approve the Consent Agenda, Items 1A through 1E, as presented. 42 <br />Council Member Ruhland seconded the motion. Motion carried on a voice vote. 43
