COUNCIL MINUTES <br />DRAFT <br />3 <br />Council Member Lyden noted language dealing with refusal whereby it calls for immediate 81 <br />dismissal, including in the MnDOT policy. Ms. Bartholomew explained that the language is based 82 <br />on state law but does give the employer some discretion. 83 <br />Council Member Ruhland moved to approve the updated policies as presented. Council Member 84 <br />Stoesz seconded the motion. Motion carried on a voice vote. 85 <br />PUBLIC SAFETY DEPARTMENT REPORT 86 <br />4A) Consider Acceptance of Police and Fire Plaques – Public Safety Director Swenson 87 <br />explained that the plaques pictured in the staff report have been presented to the department as a 88 <br />donation. Staff requests authorization to accept the donation. 89 <br />Mayor Rafferty offered thanks for the donation. 90 <br />Council Member Lyden moved to accept the donation as recommended. Council Member Stoesz 91 <br />seconded the motion. Motion carried on a voice vote. 92 <br />PUBLIC SERVICES DEPARTMENT REPORT 93 <br />There was no report from the Public Services Department. 94 <br /> 95 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 96 <br />6A) Consider Resolution 19-183, Accepting Quotes, and Awarding a Construction Contract, 97 <br />Irrigation Controller Upgrades Project – City Engineer Hankee reviewed her written report. 98 <br />Historically the City received a grant from the Rice Creek Watershed District that would support the 99 <br />installation of irrigation controllers on City properties. The controllers would work to save substantial 100 <br />water. At this time staff is requesting authorization to accept a quote for the installation and to award a 101 <br />contract for such. 102 <br />Council Member Ruhland remarked that this appears to be a good plan with pay back for the City costs 103 <br />over just 2.3 years. He asked if the City is able to direct City wells to do just irrigation. Ms. Hankee 104 <br />said that is not possible because water from all wells is blended. 105 <br />Council Member Ruhland moved to approve Resolution No. 19-183 as presented. Council Member 106 <br />Lyden seconded the motion. Motion carried on a voice vote. 107 <br />6B) Consider Resolution No. 20-01, Approving Sell of Wetland Credits, Woolan Park Wetland 108 <br />Bank – Community Development Director Grochala reviewed his written report. He overviewed the 109 <br />wetland bank laws that allow establishment of wetland banks, noting two banks that have been 110 <br />established within the City. He explained the sale proposed and how proceeds would be utilized. 111 <br />Council Member Lyden moved to approve Resolution No. 19-181 as presented. Council Member 112 <br />Ruhland the motion.
