CITY COUNCIL <br />AGENDA ITEM 5A <br /> <br />STAFF ORIGINATOR: Diane Hankee <br /> <br />MEETING DATE: January 27, 2020 <br /> <br />TOPIC: Consider Resolution 20-06, Authorize the Preparation of Plans <br />and Specifications, Well House No. 1 Rehabilitation Project <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting council authorization to prepare plans and specifications for the Well No. 1 <br />Rehabilitation Project. <br /> <br />BACKGROUND <br /> <br />On March 25, 2019, the City Council approved the preparation of the plans and specifications for <br />the Well House No. 1 Rehabilitation project. The project includes remodeling the existing Well <br />House No. 1, adding 2 chemical rooms, pitched roof, plumbing, electrical, mechanical, fire <br />protection, seepage pit and associated improvements. <br /> <br />Bids were received for the above-referenced project on Tuesday, June 18, 2019. A total of one <br />bid was received from Municipal Builders, Inc. in the amount of $622,494.00. On July 22, 2019, <br />the City Council passed a resolution in support of rejecting the bid with the intent to rebid the <br />project in December 2019 or January 2020. Re-bidding the project also allowed staff to evaluate <br />the project budget and scope. <br /> <br />Considering the possibility of a future treatment plant, staff evaluated the cost of adding <br />temporary and permanent chemical treatment rooms. City staff received a cost estimate of <br />$15,000 from a vendor to install an exterior chlorine closet with heat and ventilation. This cost <br />could possibly exceed $20,000 when additional electrical work is factored into the price. City <br />staff does not recommend installing an exterior room, preferring to keep the treatment rooms as <br />originally planned. <br /> <br />The budget for the project is $625,000. Funding for the project is provided from Water Operating <br />fund. <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending approval of Resolution 20-06, Authorize the Preparation of the Plans and <br />Specifications, Well House No. 1 Rehabilitation Project.
