CITY COUNCIL <br />AGENDA ITEM 5A <br /> <br /> <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br /> <br />MEETING DATE: February 24, 2020 <br /> <br />TOPIC: Consideration of Resolution No. 20-16 Approving Contract with <br />Northland Recreation Inc. for Woods Edge Park Playground <br />Equipment <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br />Staff is requesting council consideration to approve a contract with Northland Recreation Inc. in <br />the amount of $75,000 for the design and supply of playground equipment, concrete for in- <br />ground footings, wear mats, and the provision of a certified playground installer at Woods Edge <br />Park. <br /> <br />BACKGROUND <br />Woods Edge Park is a new neighborhood park adjacent to the YMCA on Regional Park property. <br />The City Council awarded the construction contract to Dunaway Construction at the April 8, <br />2019 meeting via Resolution 19-45. Construction work including earthwork, drain tile, trails, <br />sidewalks, curbing, and landscaping are substantially complete. <br /> <br />Staff is recommending entering into a contract with Northland Recreation, Inc. to provide the <br />design and equipment for the Woods Edge Park Playground Project via Sourcewell (formerly <br />NJPA). Sourcewell is a public corporation serving as a municipal contracting agency for <br />government and education agencies. Sourcewell serves member agencies under the legislative <br />authority established and granted by Minnesota Statute 123A.21. This agreement fulfills the <br />competitive solicitation and contract process required of governmental agencies. <br /> <br />Staff utilized this process with the successful 2018 Birch Park Playground Project and 2019 <br />Sunrise Park Playground Project. Northland Recreation, Inc. also provided the playground <br />equipment and park shelter at NorthPointe Park. <br /> <br />A certified playground installer will also be provided to assist the Parks Department with <br />installation. Recommended funding is from the Dedicated Parks Fund. <br /> <br /> <br /> <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 20-16.
